Joe Bailey Cheaney (December 30, 1902 – March 18, 1983) was an American football and basketball coach. He was the fifth head football coach at Howard Payne University in Brownwood, Texas and he held that position for nine seasons, from 1928 until 1947. His career coaching record at Howard Payne was 58–19–9.[1]

Cheaney had a break in his coaching from 1935 to 1942, when he was the head coach at Texas State University.[2]
