Jean François Fouquet was born in 12 March 1663 in Aeduen, France and ordained a priest Society of Jesus.[2] On 21 March 1725, he was appointed during the papacy of Pope Benedict XIII as Titular Bishop of Eleutheropolis in Macedonia.[1][2] On 25 March 1725, he was consecrated bishop by Pietro Francesco Orsini de Gravina, Pope, with Giovanni Francesco Nicolai, Titular Archbishop of Myra, and Giacinto Gaetano Chiurlia, Bishop of Giovinazzo, serving as co-consecrators.[2] He remained as Titular Bishop of Eleutheropolis in Macedonia until his death on 14 March 1741.[2]

While bishop, he was the principal co-consecrator of Antoine-Joseph-Amable Feydeau, Bishop of Digne (1730); and Domenico Maria Salvini, Archbishop of Nachitschewan (1732).[2]
