Javed Ashraf is a Pakistani academic and economist who serves as the Vice-Chancellor of Quaid-i-Azam University (QAU) since October 13, 2014[1] and previously served as the dean of Cameron School of Business at the University of St. Thomas. He has also taught economics at University of Wisconsin, the University of Hartford, and the University of West Florida, where he taught for 13 years.[2] He returned to Pakistan after thirty years of teaching in the U.S. to assume charge as the Director of the Institute of Business Administration, Karachi (IBA) in 2000, where he served till 2002.[3][4]

Dr. Ashraf earned his Ph.D in Economics from Northern Illinois University in 1986. He has two master's degrees from Boston University, and one from Government College University, Lahore.[5][6]

Dr. Ashraf has been credited with expanding PhD faculty at Quaid-i-Azam University and increasing emphasis on research, which has led to improvement in QAU's rank in Times Higher Education rankings.[7] QAU was the only Pakistani institution to be included among Top 500 global universities within Times Higher Education 2016-17 rankings.[8]

There has been controversy over Ashraf's influence on appointments and dismissals at the university,[9] and over alleged financial irregularities.[10] A three-membered committee formed by the Higher Education Commission (HEC) "unearthed gross administrative and financial irregularities" and recommended the President of Pakistan to immediately remove him. The decision is still pending since February 2017.[10] Recently in 2018, the Academic Staff Association of Quaid-i-Azam University made serious allegations against Dr. Javed Ashraf by stating that 'because of the incompetence of the VC and alleged malpractice and irregularities of the QAU administration the university had earned a bad name during the last four years."[11]
