J. William Hornsby

John William Hornsby, Jr. (September 15, 1927 – September 14, 2007) was the mayor of Newport News, Virginia from July 1, 1970 to June 30, 1974. His term saw the rise of Jessie Rattley's voice as a leader in the local African-American community that would lead to her serving as mayor twelve years later.[1]
