International recognition of Khojaly massacre

The Khojaly massacre is currently recognized and commemorated by parliamentary acts adopted in ten countries and in twenty one states of the United States of America.[1][2]

Azerbaijan

International recognition of the massacre is an important part of Azerbaijan's foreign policy. The government of Azerbaijan refers to the massacre as a genocide, and aims to raise international public awareness of the massacre, and its root causes in the Armenia-Azerbaijan Nagorno-Karabakh conflict. A photo and children`s paintings exhibition titled "Victims of aggression", which was organised by the Heydar Aliyev Foundation in Brussels on 26 February 2007,[3] is a part of activities to promote international recognition of the massacre. In the same year the Heydar Aliyev Foundation held commemorative ceremonies in Istanbul and 25 provinces of Turkey as a part of "Khojaly Week" events program on February 19–26. On 14 February 2008 a conference titled "Khojaly massacre and realities of 1915 events" held in Berlin.[3]

In recent years, parliaments of several countries have formally recognized the event as a massacre. The Hungarian party Jobbik stated, that they express solidarity with Azerbaijani people and issued statements during massacre's anniversary.[7][8]

  •  Mexico – Foreign Relations Committee of the Mexican Chamber of Deputies recognised the Khojaly Massacre in 2011.[11]
  •  Turkey – Foreign Relations Committee of the Turkish National Assembly recognised the Khojaly Massacre referring to it as genocide in 2012.[12]
  •  Pakistan – Foreign Relations Committee of the Senate of Pakistan recognized the Khojaly Massacre referring to it as genocide in 2012.[13][10][14]
  •  Colombia – Foreign Relations Committee of the Colombian House of Representatives recognized the Khojaly Massacre in 2013.[15]
  •  Czech Republic – Foreign Affairs Committee of the Czech Parliament condemned the Khojaly Massacre as a crime against humanity in 2013.[16][17]
  •  Honduras – The National Congress of Honduras recognized the Khojaly Massacre as an act of genocide in 2014.[18]
  •  Bosnia and Herzegovina – The House of Peoples passed a resolution condemning the Khojaly Massacre as a crime against humanity in 2014.[19]
  •  Sudan – Foreign Affairs Committee of the Sudanese National Assembly recognized the Khojaly Massacre in 2014.[20][21]
  •  Guatemala – Congress of Guatemala recognized the Khojaly Massacre referring to it as genocide in 2015.[22]
  •  Djibouti – The National Assembly of Djibouti recognized the Khojaly Massacre as an act of genocide in 2017.[23][24]
  •  Paraguay – The Parlament of Paraguay recognized the Khojaly massacre as an act of genocide in 2017.[25][26]
