Biography

He was born on January 14, 1764 in Buenos Aires,[4] son of the perpetual regidor of the city Don Gregorio Ramos Mexía and Doña María Cristina Ross del Pozo Silva, belonging to a family of Scottish and Creole origin.[5] After completing his university studies, he began to work in the Buenos Aires Cabildo, serving as Contador Ordinario (accounting officer) of the Court of Auditors.[6]

He had a great political activity in Buenos Aires, participated in the defense and reconquest of the city against the English.[7] And he attended with his brother Ildefonso Ramos Mexía to the Cabildo Abierto of May 1810 (May Revolution) voting in favor of the removal of the viceroy Baltasar Hidalgo de Cisneros.[8] In 1811, the Junta Grande appointed him to occupy the position of Contador Mayor of the Court of Accounts of Buenos Aires in substitution of Ramón de Oromi.[9]
