Major-General Henry ('Harry') Salusbury Legh Dalzell Payne CBE (1929 – 23 January 2018)[1] was a British Army officer who commanded 3rd Mechanised Division.
Military career
Dalzell Payne was commissioned into the 7th Queen's Own Hussars in 1949.[2] In the early 1970s he was Head of MO4 (the section dealing with Northern Ireland at the Ministry of Defence).[3] He was appointed Commander of 6th Armoured Brigade in 1973, Chief of Staff at I Corps in 1976 and General Officer Commanding 3rd Armoured Division in 1978[4] before retiring in 1981.[5]
In 2002 he gave evidence to the Saville Inquiry confirming that the Army had no intention of killing the marchers.[6]
Family
He was married to Serena Helen Gourlay.[7]
