Ezekiel Lul Gatkuoth (born 1969) is a South Sudanese Minister of Petroleum and Mining, appointed by president Salva Kiir Mayardit on Thursday April 28, 2016[1]. Ezekiel was a former Southern Sudan Ambassador, and head of Government of South Sudan mission in United States[2] before Southern Sudan became the 193rd member of the United Nations General Assembly on 9th July 2011.

Life and education

Lul Gatkuoth was born in Jikany from Eastern Upper Nile State,South Sudan. He grew up generally in South Sudan where he was trained and served as a soldier in the Sudan Peoples’ Liberation Army, and later became a refugee in Ethiopia, and then proceeded to United States[3]. He continued his education in US where he later attended University of Maryland College Park and earned a Bachelor of Arts in Criminology and Criminal Justice[4]. In 2006, he appointed by President Salva Kiir Mayardit as representative of Government of South Sudan Mission GoSS, and ambassador to the United States, based in Washington DC[5]. He is married to Rachel Nyahok, a father of three (Duop, Nyamal, and Nyewech)[6].

Work

Lul Gatkuoth is currently a Minister at Ministry of Petroleum and Mining. He facilitates the development, promotion and management of minerals and oil resources to foster the economic growth of the Republic of South Sudan[7]. Moreover, according to the mandate and functions of the ministry guided by both The Petroleum Act, and The Mining Act, 2012[7] He oversee petroleum operations and advise the Ministry, Formulate strategies, plans and programme for the development and management of the petroleum sector, Negotiate petroleum agreements in accordance with the Act, Sign, manage and, if applicable, terminate the petroleum agreements on behalf of the Government after approval by the Commission[8][9][10] among other responsibilities[11].

Political path and achievements

Lul served as Southern Sudan Ambassador, and head of Government of South Sudan mission in United States from 2005 to 2011[12]. In 2016, he was appointed as the Minister of Petroleum and Mining, South Sudan. Lul was among those who stood beside president Salva Kiir Mayardit during the convention for peace (CPA) in 2008. The nationalistic decision that urged unity between the SPLM and the SPDF under the historical leadership of late Dr.John Garang[13]. Moreover, Gatkuoth was one of those who demanded the opening of the political space in South Sudan way back in 2013 before this crisis unfolded[14]. As such, he was one of the former political detainees, who were arrested in the wake of the crisis on 15th December, 2013[12]. They were hosted by President of Republic of Kenya, Hon. Uhuru Kenyatta from January-June, 2014[15]. Lul later joined Sudan People's Liberation Movement-in-Opposition(SPLM-IO) in Addis ababa peace talks under the leadership of Dr.Riek Machar[3][16]. Lul participated in the BBC HARDtalk[17][18] giving some insights to problems with South Sudan's unmitigated disaster among many other controversial questions on South Sudan[19].
