Expert RA (RAEX) (Russian: Эксперт РА) is the largest credit rating agency in Russia.[1] It is based in Moscow,[2] and led by chairman and CEO Dmitry Grishankov.[3]

The agency's main shareholders include Oleg Mukhamedshin and Igor Makarov (with a 30% stake), Dimitri Grishankov (26%), with other stakes held by Ingosstrakh and Peresvet Bank.[4]

Expert RA managed to establish itself as Russia's largest domestic credit rating provider, ahead of local rivals such as ACRA, which is seen as too tough in issuing ratings to companies. The agency's leadership credits the ability to hear the argument of their clients as factor behind their success.[5]

Activities

The agency issued its first sovereign debt ratings in 2013, giving Russia a higher rating than the United States, after complaints from the Russian government that ratings issued by US-based agencies were not fair.[6] Ratings assigned by the company include an A++ (the highest possible rating) for Ingosstrakh,[7] VTB Bank,[8] and Gazprombank.[9]

Expert RA also assigned an A++ rating to Peresvet Bank in December 2015, indicating the highest level of solvency.[10] On 19 October 2016 Expert RA confirmed an A+ rating for the bank, indicating a "very high level of creditworthiness", and a stable outlook.[11] On 21 October Peresvet Bank defaulted on its debt and began bankruptcy proceedings.[12]

Expert RA also publishes a Regional Investment Attractiveness Rating of Russian regions, showing their investment risks and potential, though according to researchers in the Russian Journal of Economics the methodology for the rating is not published in detail.[13]
