Dubai Cares is philanthropic organization playing a key role in helping achieve the United Nations Sustainable Development Goal (SDG) 4,[1] which aims to ensure inclusive and quality education for all and promote lifelong learning by 2030,[2] by supporting programs in early childhood development,[3] access to quality primary and secondary education,[4] and vocational education and training for youth[5] as well as a particular focus on education in emergencies and protracted crises.[6]

History

Dubai Cares was founded on September 19, 2007 by His Highness Sheikh Mohammed Bin Rashid Al Maktoum,[7] Vice President and Prime Minister of the UAE and Ruler of Dubai.[8] The inspiration came from his belief that education is one of the most effective tools to break the cycle of poverty.[9] It also stemmed from his desire to give children - regardless of their gender, nationality, race or religion - the opportunity to become positive contributors to society.[10]

Dubai Cares has supported education programs 53 developing countries: Afghanistan, Angola, Antigua and Barbuda, Bangladesh, Bosnia & Herzegovina, Cambodia, Chad, Comoros Islands, Colombia, Djibouti, Egypt, Ethiopia, Gambia, Ghana, Haiti, India, Indonesia, Iraq, Ivory Coast, Jordan, Kenya, Kiribati, Laos, Lebanon, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mexico, Mozambique, Nepal, Niger, Pakistan, Palestine, Peru, Philippines, Rwanda, Senegal, Sierra Leone, South Africa, South Sudan, Sri Lanka, St. Vincent & Grenadines, Sudan, Tanzania, Uganda, Vanuatu, Vietnam, Yemen, Zambia and Zimbabwe.[11]

Focus Areas

Dubai Cares’ programs are designed to reduce, if not remove, the greatest obstacles that prevent children and young people in developing countries from attaining quality education.[12] With each intervention, Dubai Cares evaluates the need for assistance across two key areas: Access to Education, which allows the organization to improve children’s health and learning environment, increase education enrollment and attainment, increase access to education, reduce absenteeism, increase gender parity and increase promotion rates. Quality of Education, which enables early learning, enhances educational attainment and school progression, improves literacy and numeracy skills among children, enables teachers to access teacher training resulting in better learning outcomes, reduce dropout rates and increase primary school attainment.[13]

Education in Emergencies

In July 2015, during the Oslo Summit on Education for Development, Dubai Cares highlighted the need for a greater focus to be placed on the various fragile and conflict-affected states and situations. The UAE global philanthropic organization then announced in September 2015 on the sidelines of the 70th UNGA week in New York that it would champion Education in Emergencies in order to address the critical need to provide quality education to children affected by crisis.

This was followed by an announcement in May 2016 at the World Humanitarian Summit in Istanbul, where Dubai Cares committed to increase the share of its Education in Emergencies programs to 33 per cent of its financial portfolio over the next two years, out of which 10 per cent of all funding for Education in Emergencies will be invested in research and evaluations.[14] Also at the Summit, Dubai Cares was selected as a member of the newly formed High-Level Steering Group for the Education Cannot Wait fund.[15]

In September 2016, during the 71st UNGA,[16] Dubai Cares announced a new Research Envelope known as Evidence for Education in Emergencies (E-Cubed),[17] which aims to generate more and better evidence to inform decision and policy-makers on what works and what models of delivery of education in emergencies offer the greatest potential for impact.[18]

Community Engagement

Within the United Arab Emirates, Dubai Cares is engaged in fundraising, advocacy as well as community engagement activities[19] that support its overall mission, which is to break the cycle of poverty by providing children in developing countries with quality education. Its fundraising efforts, such as the Adopt a School[20] initiative, are ongoing throughout the year and target both corporations as well as individuals. In terms of advocacy efforts, Dubai Cares advocates for its cause within the community, with particular focus on the young ones as its believe it is important to start early with educating people about the importance of education and being charitable. Advocacy efforts include the Dubai Cares Distinguished Philanthropic Award in Schools[21] as well as the Walk for Education.[22]
