Djoomart Kaipovich Otorbaev (born 18 August 1955) was the Prime Minister of Kyrgyzstan.[1] On 25 March 2014 he replaced Zhantoro Satybaldiyev as acting prime minister until a new government was formed.[2] On 3 April 2014 he was officially named prime minister.[3][4] On 23 April 2015 he resigned.[5]

Biography

Early life and education

Otorbaev was born on August 18, 1955 in Frunze (now Bishkek) to a family of scientists. His father, Kaip Otorbaev, was a former rector at Kyrgyz National University, while his mother, Maria Nanaeva, worked as a professor at the Kyrgyz State Medical Academy. In 1978 he graduated with honours from Leningrad State University with a degree in physics and received his PhD in 1981 at the Lebedev Physical Institute of the USSR Academy of Sciences.

Carrer

He worked for businesses and economic agencies in Kyrgyzstan for 9 years from 1996 to 2005. During this time, he also worked as a lecturer and a professor at the Kyrgyz-Russian Slavic University. He worked in development and investment for another 7 years until he entered into politics in 2012. On September 6, 2012, Otorbaev was appointed as the First Deputy Prime Minister of Kyrgyzstan by President Atambayev. Otorbaev became the Acting Prime Minister of Kyrgyzstan on March 26, 2014, following the collapse of the parliamentary coalition and the resignation of Prime Minister Zhantoro Satybaldiyev.

His government was appoved by the Supreme Council on April 3 of that same year. On April 23, 2015, he submitted his resignation to President Atambayev and the Supreme Council.
