Summary
Track cycling is done entirely through UCI nation rankings. The quotas per event are as follows:
- Team sprints - top 8 teams per gender
- Team pursuits - top 8 teams per gender
- Madisons - all NOCs with a qualified team pursuit, plus the next 8 teams per gender (total of 16 teams)
- Omniums - NOCs directly qualifying for Madisons, plus the next 12 (men) or 13 (women) (total of 20 or 21 individuals)
- Sprints - NOCs qualifying in team sprint enter 2 individuals, plus the next 7 best-ranked in individual sprint, plus the next 7 best-ranked in Keirin (total of 30 individuals)
- Keirins - NOCs qualifying in team sprint enter 2 individuals, plus the next 7 best-ranked in individual sprint, plus the next 7 best-ranked in Keirin (total of 30 individuals)
Road cycling uses primarily the UCI nation rankings. Most places for the road race are attributed through the nation rankings (122 for men, 62 for women) with special provisions for highly-ranked individuals whose nations do not make it. A small number of additional places are available through individual road race continental championships (2 men and 1 woman each for Africa, Americas, and Asia). Japan as host gets 2 guaranteed spots per gender in the road race. For time trials, the NOC must have qualified for the road race. The top 30 (men) or 15 (women) NOCs in the nation ranking may enter a time trial competitor. The 2019 World Championships also afford 10 places per gender in the time trial. NOCs can have a maximum of 2 time trial entries if they qualify through each of those two methods.
For the mountain bike events, 38 spots per gender are allocated. Japan gets 1 as host, 30 are allocated via rankings, 3 are allocated through continental championships (1 each for Africa, Americas, and Asia), and 4 are allocated via the 2019 UCI Mountain Bike World Championships (2 for senior competition and 2 for U-23 competition).
In BMX, the racing events have 24 spots available per gender. These are allocated to Japan as host (1 spot), through UCI national ranking (18 spots), through individual ranking (3 spots), and through the 2020 UCI BMX World Championships (2 spots). The freestyle events have 9 spots: 1 for the host, 6 from ranking, and 2 from the 2019 UCI Urban Cycling World Championships.
