Nizhny Novgorod City Duma (Russian: Городская Дума Нижнего Новгорода) — the municipal legislative body in Nizhny Novgorod. It consists of 47 deputies elected by citizens in municipal elections for a term of 5 years on a mixed electoral system. The status and powers of the Duma determined by the articles of Charter of Nizhny Novgorod.

Powers of City Duma

City Duma of Nizhny Novgorod adopts plans and city development program, approves the budget and report on its implementation. Controls the execution of authority to address local issues.

In addition, the Duma decides about the joining of Nizhny Novgorod in the association of municipalities, about the joining of City Duma in the association of representative bodies of municipalities. Duma approves agreements on cooperation in the framework of foreign trade activities and twinning relations. It specifies the order of formation and use of target budgetary funds. Approves the general urban development plan, the procedure for establishing the amount of payment for accommodation, regulation of prices for goods and services of municipal utilities, allowances to tariffs for consumers.

Chairman

Chairman of the City Duma of Nizhny Novgorod is Dmitry Barykin.[1]

Until January 17, 2018, when the City Duma elected mayor[2] in accordance with the new charter of the city of Nizhny Novgorod, the chairman of the City Duma was also the head of the city.
