3 Civic Plaza,[3] also referred to as 3 Civic Tower[4] is a mixed-use complex in Whalley/City Centre, Surrey, BC. The building is slated to be completed in late 2018.

At 164 m (538 ft) tall, it is by far the tallest building in Surrey and overtook the fifteen-year rival Central City Office Tower. It will consist of luxury residences, a hotel (Marriott hotel),[5] offices, retail and Kwantlen Polytechnic University's 5th campus (KPU Civic Plaza) occupying the first five floors above the open lobby/atrium.[6] Strategically located near the Surrey City Hall, 3 Civic Plaza has been touted as the focal center and the anchoring tower of the Whalley area.[7] A nearby proposed tower at 191 m (625 ft),[8] if completed will displace 3 Civic Plaza as the tallest building in Surrey by 2021.

History

The neighbourhood of Whalley/City Centre is home to many of Surrey's skyscrapers, including the redevelopment of Flamingo block.[9] Simon Fraser University is based next to the Central City Office Tower, which was the tallest in Surrey since 2003, dominating local developments. More recent projects have overtaken the icon, especially with the real estate market.[10]

Pre-development

Prior to its announcement, South Surrey and White Rock's MLA announced a new project that would shape Surrey's long-term infrastructure. The plan included the building of apartment towers and large-scale developments in the municipality without much space to expand upon its growing neighbours. Surrey's neighbours started to catch-up with metro-Vancouver, solidifying surrey's second-place mark, making the municipality dominant. Surrey's city council (under Linda Hepner) has taken measures to ensure the development of City Centre, including the continuation of Dianne Watts "Vision for Surrey". 3 Civic Plaza will be completed in 2018 with 52 floors.

Opening

The hotel opened in the first week of April 2018.
