Qualification system
Teams will compete for 20 places at the final tournament in two distinct Qualification Phases and one Relegation round. In each phase, the teams will be divided into several pots according to their positions in the EHF National Team Ranking.
Qualification Phase 1
Seeding
The draw for the qualification round 1 was held on 28 September 2018 in Vienna, Austria.[1]This qualification will be played in a tournament format, with the teams able to choose whether they want to play either 4 to 6 January 2019 or 11 to 13 January 2019.
Groups
Group A
The tournament will be played in a tournament format.

Group B

Relegation round
The winners of each group will qualify for the EHF EURO Qualifiers ‘relegation round’. The three lowest ranked teams among the 4th ranked teams in the Men’s EHF EURO 2020 Qualifiers are relegated to this ‘relegation round’.
It will be played between these three teams and the winners of the Men’s EHF EURO 2022 Qualifiers Phase 1 as well as the winning team of the Emerging Nations Championship
Qualification Phase 2
Pre-qualified teams will join the qualified teams from previous rounds. Those teams will be split into eight groups, with the winners and runner-ups qualify for the final tournament, as well as the four-best third placed teams.
