From Proto-Turkic *dẹ̄l(b)ü- (“mad, stupid”)[1]. Cognate with Turkish deli, Uzbek telba, Turkmen däli and telbe, Tatar тилбә (tilbä, “foolish person”), Chuvash тилӗр (tilĕr, “become enraged”) etc.
