Willy Kemp (born 28 December 1925 in Kopstal) is a former Luxembourgian professional road bicycle racer.

Kemp comes from a whealthy home and studied economics. After becoming as an amateur 1947 World University Cycling Champion his parents agreed that he became a professional cyclist. In 1949 he became national champion. Between 1948 and 1957 he rode every year the Tour de France (10 times in total) and he won a stage in the 1955 Tour de France.
