Urząd Komunikacji Elektronicznej

Urząd Komunikacji Elektronicznej is the communications regulatory body which regulates the field of telecommunications and postal services market in Poland. UKE replaced the former Telecommunications and Post Regulation Office, whose predecessor was the Office of Telecommunications Regulation.[1][2] Operating until 2000, the State Radio communication Agency and the state telecommunications and postal inspectorate were not regulatory authorities, but only had control functions.[3][4]

History

The Office of Electronic Communications as the central government administration body was established on January 14, 2006 pursuant to the Act of 29 December 2005 on transformations and changes in the division of tasks and competences of state bodies competent in matters of communications, radio broadcasting and television (Journal of Laws of December 30, 2005, No. 267, item 2258). The Act set out the rules for the transfer of tasks and powers of state bodies in the matters of communications, radio and television and regulates the principles, scope and mode of transformation in the administration of communications.[5][6]

From January 14, 2006, the duties of the President of UKE were fulfilled by Anna Streżyńska (being also a deputy minister responsible for communication), and on May 8, 2006 she was appointed by the Prime Minister of the Republic of Poland to the position of the President of UKE. In January 2012, Magdalena Gaj replaced her in that position, and at the beginning of July 2016 she was dismissed. On 14 September 2016, the Sejm of the Republic of Poland, with the consent of the Senate of the Republic of Poland, on 22 September 2016 appointed Marcin Ciche President of UKE.[7][8]
