Umirzak Shukeyev

Umirzak Shukeyev (Kazakh: Ómirzaq Estaıuly Shókeev, Өмірзақ Естайұлы Шөкеев, ٶمٸرزاق ەستايۇلى شٶكەيەۆ) is the chairman of Samruk-Kazyna, Kazakhstan's sovereign wealth fund, and a former Deputy Prime Minister in the Government of Kazakhstan starting in 2007, after having been governor of South Kazakhstan from 21 September 2006 to 27 August 2007.[1]

Early life

Umirzak Shukeyev was born on 12 March 1964.[2] He graduated from the Moscow Economics and Statistics Institute having studied economics and mathematics.[2]

Was employed as junior and leading research fellow in a number of research facilities in Almaty.

Career

Went on to work as a consultant with the Supreme Economic Council under the President; as an advisor to the President for economic issues; vice head of the Finance, Labor and Social Protection of the Population Department in the Presidential Service and in the Cabinet.

In 1993-1995 – deputy head of administration of South Kazakhstan Oblast.

Starting from November 1995 – Minister of Economy of the Republic of Kazakhstan.

Starting from early 1998 – Deputy Head of Presidential Administration.

Starting from August 1998 – Governor of Qostanay Oblast.

Later he served as Astana city Mayor, then as Governor of South Kazakhstan Oblast.

Member of the Supreme Economic Council under the President (February – November 1997), Member of the National Council for Sustainable Development of the Republic of Kazakhstan (November 1997 – August 1998). Chairman of the Supervisory Board of Kazakhoil CJSC (March – December 1997).

Starting from March 2004 – Mayor of Astana City.

In September 2006, he was appointed Governor of South Kazakhstan Oblast.

In August 2007, appointed Deputy Prime Minister of the Republic of Kazakhstan.[3] From 2009 until 2011 he was the First Deputy Prime Minister.[4]

On 27 December 2011, appointed Chairman of the Board, Member of the Board of Directors of the JSC Samruk-Kazyna.[5]
