Samuel O. Outlule

Samuel Otsile Outlule (born 8 July 1957) was the Permanent Representative (Ambassador) of Botswana to the United Nations from 2005 to 2010. He presented his credentials to the Secretary-General of the United Nations on 18 October 2005,[1] replacing Alfred M. Dube.

He formerly held positions at Botswana's Ministry of Foreign Affairs, becoming Deputy Director for Africa and the Middle East in 1997 and Director of International Relations in 1999. In November 2000, he became Clerk to the Cabinet and President Festus Mogae's Senior Private Secretary.[1]

Mr. Outlule served as PS at the Ministry of Youth, Sport and Culture for a few months in 2010, and has been appointed as the new Ambassador of Botswana to the European Union from November 2010, replacing Amb. T. Modise. He will also be accredited to Belgium, Germany and France.

Mr. Samuel Otsile Outlule is Ambassador of Botswana to the Kingdom of Belgium and Head of Delegation to the European Union, a position he assumed in 2011. He is concurrently accredited to France, Germany, Italy, Luxembourg and The Netherlands. A career diplomat, foreign policy and international relations specialist, Ambassador Outlule joined the Ministry of Foreign Affairs of Botswana in 1982 as a junior officer and rose through the ranks to become Assistant Director and Head of Africa and the Middle East, later Director of International Relations. In 2000, he assumed for the next five years the senior executive management post of Senior Private Secretary to the President, speech writer and Clerk to Cabinet, the highest policy and decision making body of the Executive Branch of the Republic. He has proven and significant experience in the operations of governments and the preparation of briefing documents for high level decision makers. He has provided critical support to many delegations on state visits, global summits, regional and international conferences, and bilateral Joint Commissions of Cooperation and Defence and Security.

Ambassador Outlule has served in Botswana’s diplomatic Mission’s in Zimbabwe, the United Kingdom and as Ambassador and Permanent Representative to the United Nations in New York, from 2005 – 2008. He was concurrently accredited to Cuba, Guyana and Jamaica. Having served three tours of duty in New York, NY, Mr. Outlule acquired verifiable skills in negotiations and drafting. He has a passion for and is committed to multilateralism.

Mr. Outlule has over 30 years of significant Public and Diplomatic Service experience having served between 2008 and 2011 in senior and executive management positions for two years as Permanent Secretary in the Ministry of Foreign Affairs and International Cooperation and one year as Permanent Secretary in the Ministry of Youth, Sport and Culture respectively. Mr. Outlule has vast, broad and deep experience in policy formulation and execution. He has demonstrable and substantial competencies in Strategic Planning, setting goals, targets and monitoring performance.

Mr Outlule graduated in 1982 with a Bachelor of Arts Degree in Political Science and Public Administration from the University of Botswana and Swaziland. He also underwent diplomatic training at Ranche House College in Harare, Zimbabwe and did a Diploma in International Relations and Economic Cooperation at the German Foundation for International Development in Berlin, Germany. Ambassador Outlule is a husband, a father of three adult children and a grandfather of one.
