Philip R. Cowan
Philip R. Cowan served as the Secretary on Scouting with the Handicapped of the World Scout Bureau.

In 1967, Cowan was awarded the 42nd Bronze Wolf, the only distinction of the World Organization of the Scout Movement, awarded by the World Scout Committee for exceptional services to world Scouting.[1]
