Pakistan Secretary of Economic Affairs

The Economic Affairs Secretary of Pakistan , also referred to as Secretary EAD, is the Federal Secretary for the Ministry of Economic Affairs. The position of Secretary EAD is considered to be a lucrative slot in the federal government. The position holder is a BPS-22 grade officer, usually belonging to the Pakistan Administrative Service.[1] The Secretary heads the EAD, which is the window to deal with external lenders, and plays a key role in assessing and negotiating external economic assistance concerning the Government of Pakistan and its constituent units from foreign governments and multilateral agencies. Other functions of the Division headed by Secretary EAD includes management of external debt, provision of technical assistance to foreign countries, lending and re-lending of foreign loans, and monitoring of aid utilisation.[2][3]

Current Secretary EAD

The current Secretary EAD is Dr. Syed Pervaiz Abbas.[4] Dr. Syed Pervaiz Abbas is an officer of Pakistan Administrative Service (PAS / BS-22). He has about 30 years of progressive experience in the range of public services, project management, social development, public policy formulation and execution. He represented the Government at several high level panels, boards and commissions and has extensively worked with multilateral and bilateral development partners. He has also served as Chairman Gwadar Port Authority, laying down the foundations of CPEC. He was previously posted as Additional Chief Secretary (Energy) Punjab.

Dr. Syed Pervaiz Abbas has an MD Degree from LVOV Medical University, Ukraine USSR and a Master’s Degree from University of the Punjab Lahore. He has attended multilateral courses at John F. Kennedy School of Government, HARVARD University, USA, Johns Hopkins University, USA and Wollongong University, New South Wales, Australia. He has also served as the Chairman of Punjab Power Development Board, and as Board Member of various Energy Sector Companies of the Punjab.
