Municipal Services Office (Singapore)

The Municipal Services Office (Abbreviation: MSO; Malay: Pejabat Perkhidmatan Perbandaran; Chinese: 社区事务署; Tamil: நகராட்சி சேவைகள் அலுவலகத்தின்) is a coordinating office under the Ministry of National Development of the Government of Singapore that works with key government agencies to improve feedback management and customer service for such municipal services.[1]

Aims

The MSO's aim is to improve the Government’s overall coordination and delivery of municipal services. These services include the upkeep and improvement of common areas such as the estate maintenance and the upgrading or provision of facilities and infrastructure, which may need to involve various agencies.[2]

Organisation Structure

The MSO, overseen by Ms Grace Fu (Minister-in-charge), is made up of three departments: Policy and Planning, Partnerships and Coordination, and Integrated Operations and Technology.[3]

Scope

Common municipal issues under the scope of the MSO includes:[4]

  • Cleanliness issues
  • Maintenance of roads and footpaths
  • Water supply and drains issues
  • Pest related issues
  • Trees/Greenery issues
  • Animal related Issues

Government Agencies

The MSO currently work with 10 government agencies[2][5] to better facilitate and improve inter-agency coordination in municipal matters. These are:

Town Councils

The MSO had conducted a four-month pilot with two town councils (Jurong Town Council and Holland-Bukit Panjang Town Council) to improve management of problems on the ground,[5] and is currently expanding to partner with six more town councils for a second pilot phase.[6]
