Michael J. Desmond

Michael J. Desmond is an american tax attorney and federal government official.[1] He is currently serving as the Chief Counsel of the U.S. Internal Revenue Service (IRS) and Assistant General Counsel in the Department of the Treasury.[2][3][4] He was confirmed by the Senate on February 27, 2019[5][6] and was sworn in on March 8, 2019.

He has a BA degree from the University of California, Santa Barbara and a JD degree from Catholic University of America, Columbus School of Law.[7]

Career

Desmond was a solo practitioner in the area of tax controversy in Santa Barbara, California. He dissolved his professional corporation on August 10, 2018.[8] In the past he served as a tax advisor to the Trump Organization.[6]

President Trump reportedly asked Senate Majority Leader Mitch McConnell in early 2019 to ensure that Desmond was confirmed quickly. The request roughly coincided with a push by members of the new Democratic Party majority in Congress to request Trump's tax returns.[6]

After law school, Desmond clerked for Judge Ronald S. W. Lew of the U.S. District Court for the Central District of California in Los Angeles[9][10] After his clerkship, Desmond worked at the Department of Justice from 1995 to 2000 as a trial attorney in the Tax Division.[9]

Desmond then served as a partner in a law firm, Bingham McCutchen.During the second term of the George W. Bush Administration, he also served as an advisor at the Treasury Department’s Office of Tax Policy from 2005 to 2008.[9]
