Inner Line Permit

Inner Line Permit (ILP) is an official travel document issued by the concerned state government to allow inward travel of an Indian citizen into a protected area for a limited period. It is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state. The document is an effort by the government to regulate movement to certain areas located near the international border of India. By the way, according to the Constitution of India, all Indian citizens are completely free to live and work in any state of the country. But there are some states in India where you cannot enter without the permission of the state government. That is, you have to get permission to visit some places in India. To get this permission, you have to get a type of visa 'inner line permit'. Just like we take as a foreigner to go to another country. What is an Inner Line Permit?

An inner line permit is a travel document issued under the Eastern Frontier Regulations 1873.  This rule of the Inner Line Permit made for Indian citizens in India was made by the British Government.  Later, after the independence of the country, it was continued from time to time by shuffling.  This is mainly of two types.
First- a short-term ILP to be made from tourism point of view
Second- ILP to be created for citizens of other states for employment, employment.
Where are these rules applicable?
At present, this rule is applicable in three beautiful states located in the northeast of the country, Mizoram, Arunachal Pradesh and Nagaland.  Apart from this, the need also applies to those places in the border states where the border is from the international border.  Like in Leh-Ladakh etc.

Some experts believe that the British government made these rules to protect its business interests.  At the same time, many say it is a rule designed to protect the tribes and culture etc. of the border states.  If seen, the border states and areas along the international border are very sensitive.  Due to which it can be considered a right way to identify a citizen there.
How and where ILP is made
To get these documents for travel to restricted areas, you need a photocopy of your 10-20 passport size photos as well as one of the government IDs.  Take photo with white background only.  The rest is good that you keep a small box of gum with you to paste the photo on the pen and form.  Often these things become unwanted trouble. Note that your pen card is not accepted in the official identity card.  At the same time, taking 10 or more photos will help you to create new ILP from one state to another or from a district to another, because in many places new ILP is required.
Where to get your ILP-

You can get it built on the borders of these states.  The state government officials present there will help you in this work.
They have offices in Delhi, Kolkata and Guwahati.  You can get Mizoram House, Nagaland House and Arunachal Pradesh House type addresses with the help of internet without any hassle.
Travel time limits and fees
You can stay and roam for 15 days in any of these three states.  Apart from this, you can get it renewed for the next 15 days.  Its process and fees will be the same as before.  There are different rules for employment etc.  As far as fee is concerned, it is very simple and is different in different places.
Online process of ilp
In today's era of digital media, it may be considered mandatory to have online facility.  But then this facility has not been implemented in all the states right now. States which require permit

  • Arunachal Pradesh — issued by the secretary (political) of the Government of Arunachal Pradesh. It is required for entering Arunachal Pradesh through any of the check gates across the interstate border with Assam or Nagaland. An ILP for temporary visitors is valid for 7 days and can be extended, while one for those taking employment in the state and their immediate family members is valid for a year.[1][2][3] The Arunachal Pradesh government is planning to implement a permit-on-arrival system.[4]
  • Mizoram — Issued by the Government of Mizoram. It is required for entering Mizoram through any of the check gates across the inter-State borders. Typically, a "Temporary ILP" is issued to visitors, which is valid for 7 days and can be extended another 15 days, with the possibility of extending it to one month in exceptional circumstances. However, with the sponsorship of a local resident or government department, a "Regular ILP" can be procured, which is valid for 6 months and can be renewed twice for another 6 months each.[5][6] If arriving by air, an ILP can be obtained on arrival at Lengpui Airport in Aizawl.[7]
  • Nagaland — Issued by the Government of Nagaland.
  • Manipur — The bill to implement ILP in Manipur was introduced in 2018,[8][9] by the Government of Manipur. The bill did not get passed since it could not get the President's assent. Further, the inclusion of Manipur in Inner Line Permit is also announced on 10 December 2019.[10]

An ILP was previously required for certain parts of the Leh district in Ladakh. This requirement was abolished by a circular issued by district magistrate which took effect from 1 May 2014, although foreign nationals are required to get Protected Area Permit for this region.[11] But the ILP was implemented again in Leh in 2017.[12] There are also ongoing demands for the introduction of ILP in Meghalaya, Assam and Andaman and Nicobar Islands to regulate entry of outsiders into the state.[13]
