City-state

A city-state is a political system where an independent city serves as the center of political, economic and cultural life over its contiguous territories. Historically, this included cities such as Rome, Athens, Carthage, and the Italian city-states during the Renaissance.[1] As of 2020, only a handful of sovereign city-states exist, with some disagreement as to which are city-states. A great deal of consensus exists that the term properly applies currently to Monaco, Singapore, and Vatican City. Singapore, in particular, is considered the only truly sovereign city-state in the world as it has the full right and power to govern itself and its citizens, without any interference from outside governments. It also has its own currency, a technologically advanced military and a significant population of 5.6 million.[2]

A number of other small states share similar characteristics, and therefore are sometimes also cited as modern city-states—namely, Qatar,[3][4] Brunei,[5] Kuwait,[5][3][6] Bahrain,[5][3] and Malta,[7][8][9] which each have an urban center comprising a significant proportion of the population, though all have several distinct settlements and a designated or de facto capital city. Occasionally, other small states with high population densities, such as San Marino, are also cited,[5][10][11] despite lacking a large urban centre characteristic of traditional city-states.

Several non-sovereign cities enjoy a high degree of autonomy, and are sometimes considered city-states. Hong Kong and Macau, along with independent members of the United Arab Emirates, most notably Dubai and Abu Dhabi, are often cited as such.[5][10][12]

Historical background

Ancient and medieval world

Historical city-states included Sumerian cities such as Uruk and Ur; Ancient Egyptian city-states, such as Thebes and Memphis; the Phoenician cities (such as Tyre and Sidon); the five Philistine city-states; the Berber city-states of the Garamantes; the city-states of ancient Greece (the poleis such as Athens, Sparta, Thebes, and Corinth); the Roman Republic (which grew from a city-state into a great power); the Mayan and other cultures of pre-Columbian Mesoamerica (including cities such as Chichen Itza, Tikal, Copán and Monte Albán); the central Asian cities along the Silk Road; the city-states of the Swahili coast; Venice; Ragusa; states of the medieval Russian lands such as Novgorod and Pskov; and many others. Danish historian Poul Holm has classed the Viking colonial cities in medieval Ireland, most importantly Dublin, as city-states.[13]

In Cyprus, the Phoenician settlement of Kition (in present-day Larnaca) was a city-state that existed from around 800 BC until the end of the 4th century BC.

Some of the most well-known examples of city-state culture in human history are the ancient Greek city-states and the merchant city-states of Renaissance Italy, which organised themselves as small independent centers. The success of small regional units coexisting as autonomous actors in loose geographical and cultural unity, as in Italy and Greece, often prevented their amalgamation into larger national units. However, such small political entities often survived only for short periods because they lacked the resources to defend themselves against incursions by larger states (such as Roman conquest of Greece). Thus they inevitably gave way to larger organisations of society, including the empire and the nation-state.[14]

Southeast Asia

In the history of mainland Southeast Asia, aristocratic groups, Buddhist leaders, and others organized settlements into autonomous or semi-autonomous city-states. These were referred to as mueang, and were usually related in a tributary relationship now described as mandala or as over-lapping sovereignty, in which smaller city-states paid tribute to larger ones that paid tribute to still larger ones—until reaching the apex in cities like Ayutthaya, Bagan, Bangkok and others that served as centers of Southeast Asian royalty. The system existed until the 19th century, when colonization by European powers occurred. Siam, a regional power at the time, needed to define their territories for negotiation with the European powers so the Siamese government established a nation-state system, incorporated their tributary cities (Lan Xang, Cambodia and some Malay cities) into their territory and abolished the mueang and the tributary system.[15][16][17]

In early Philippine history, the barangay was a complex sociopolitical unit which scholars have historically[18] considered the dominant organizational pattern among the various peoples of the Philippine archipelago.[19] These sociopolitical units were sometimes also referred to as barangay states, but are more properly referred to using the technical term polity.[19][20] Evidence suggests a considerable degree of independence as city states ruled by Datus, Rajahs and Sultans.[21] Early chroniclers[22] record that the name evolved from the term balangay, which refers to a plank boat widely used by various cultures of the Philippine archipelago prior to the arrival of European colonizers.[19]

Central Europe

In the Holy Roman Empire (962–1806) over 80 Free Imperial Cities came to enjoy considerable autonomy in the Middle Ages and in early modern times, buttressed legally by international law following the Peace of Westphalia of 1648. Some, like three of the earlier Hanseatic cities – Bremen, Hamburg and Lübeck – pooled their economic relations with foreign powers and were able to wield considerable diplomatic clout. Individual cities often made protective alliances with other cities or with neighbouring regions, including the Hanseatic League (1358 – 17th century), the Swabian League of Cities (1331–1389), the Décapole (1354–1679) in the Alsace, or the Old Swiss Confederacy (c. 1300 – 1798). The Swiss cantons of Zürich, Bern, Lucerne, Fribourg, Solothurn, Basel, Schaffhausen, and Geneva originated as city-states.

After the dissolution of the Holy Roman Empire in 1806, some cities – then members of different confederacies – officially became sovereign city-states, such as the Free Hanseatic City of Bremen (1806–11 and again 1813–71), the Free City of Frankfurt upon Main (1815–66), the Free and Hanseatic City of Hamburg (1806–11 and again 1814–71), the Free and Hanseatic City of Lübeck (1806–11 and again 1813–71), and the Free City of Kraków (1815–1846). Under Habsburg rule the city of Fiume had the status of a corpus separatum (1779–1919), which – while falling short of an independent sovereignty – had many attributes of a city-state.

In the 20th century West Berlin, though lacking sovereignty, functioned from 1948 until 1990 as a state legally not belonging to any other state, but ruled by the Western Allies. They allowed – notwithstanding their overlordship as occupant powers – its internal organisation as one state simultaneously being a city, officially called Berlin (West). Though West Berlin maintained close ties to the West German Federal Republic of Germany, it never legally formed a part of it.

20th-century cities under international supervision

Danzig

The Free City of Danzig was a semi-autonomous city-state that existed between 1920 and 1939, consisting of the Baltic Sea port of Danzig (now Gdańsk, Poland) and nearly 200 towns in the surrounding areas. It was created on 15 November 1920[23][24] under the terms of Article 100 (Section XI of Part III) of the 1919 Treaty of Versailles after the end of World War I.

Fiume

After a prolonged period where the city of Fiume enjoyed considerable autonomy under Habsburg rule (see Corpus separatum (Fiume)), The Free State of Fiume was proclaimed as a fully independent free state which existed between 1920 and 1924. Its territory of 28 km2 (11 sq mi) comprised the city of Fiume (now in Croatia and, since the end of World War II, known as Rijeka) and rural areas to its north, with a corridor to its west connecting it to Italy.

Shanghai

The Shanghai International Settlement (1845–1943) was an international zone with its own legal system, postal service, and currency.

Tangier

The international zone within the city of Tangier, in North Africa was approximately 373 km2 (144 sq mi). It was at first under the joint administration of France, Spain, and the United Kingdom, plus later Portugal, Italy, Belgium, the Netherlands, Sweden, and the United States. The international zone was initially attached to Morocco. It then became a French-Spanish protectorate from 1923 until 29 October 1956 when it was reintegrated into the state of Morocco.

Memel

The Klaipėda Region or Memel Territory was defined by the Treaty of Versailles in 1920 when it was put under the administration of the Council of Ambassadors. The Memel Territory was to remain under the control of the League of Nations until a future day when the people of the region would be allowed to vote on whether the land would return to Germany or not. The then predominantly ethnic German Memel Territory (Prussian Lithuanians and Memellanders constituted the other ethnic groups), situated between the river and the town of that name, was occupied by Lithuania in the Klaipėda Revolt of 1923.

Trieste

The Free Territory of Trieste was an independent territory situated in Central Europe between northern Italy and Yugoslavia, facing the north part of the Adriatic Sea, under direct responsibility of the United Nations Security Council in the aftermath of World War II, from 1947 to 1954. The UN attempted to make the Free Territory of Trieste into a city state, but it never gained real independence and in 1954 its territory was divided between Italy and Yugoslavia.

Jerusalem

Under the United Nations Partition Plan for Palestine of 1947, Mandatory Palestine was to be partitioned into three states: a Jewish state of Israel, an Arab state of Palestine, and a corpus separatum (Latin for "separated body") consisting of a Jerusalem city-state under the control of United Nations Trusteeship Council. Although the plan had some international support and the UN accepted this proposal (and still officially holds the stance that Jerusalem should be held under this regime), implementation of the plan failed as the 1948 Palestine war broke out with the 1947–48 Civil War in Mandatory Palestine, ultimately resulting in Jerusalem being split into West Jerusalem and East Jerusalem. Israel would eventually gain control of East Jerusalem in the Six-Day War in 1967.

Modern city-states

Monaco

The Principality of Monaco is an independent city-state. Monaco-Ville (the ancient fortified city) and Monaco's well-known area Monte Carlo are districts of a continuous urban zone, not distinct cities, though they were three separate municipalities (communes) until 1917. The Principality of Monaco and the city of Monaco (each having specific powers) govern the same territory. Though they maintain a small military, they would still have to rely on France for defence in the face of an aggressive power.

Singapore

Singapore is an island city-state in Southeast Asia. About 5.6 million people live and work within 700 square kilometres (270 sq mi), making Singapore the 2nd-most-densely populated country in the world after Monaco. Singapore was part of Malaysia before it was expelled from the federation in 1965, becoming an independent republic, a city and a sovereign country. The Economist refers to the nation as the "world's only fully functioning city-state". In particular, it has its own currency and a full armed forces for deterrence to safeguard the nation's sovereignty against potential aggressors.[25]

Vatican City

Until September 1870, the city of Rome had been controlled by the pope as part of his Papal States. When King Victor Emmanuel II seized the city in 1870, Pope Pius IX refused to recognize the newly formed Kingdom of Italy.

Because he could not travel without effectively acknowledging the authority of the king, Pius IX and his successors each claimed to be a "Prisoner in the Vatican", unable to leave the 0.44 km2 (0.17 sq mi) papal enclave once they had ascended the papal thrones.

The impasse was resolved in 1929 by the Lateran Treaties negotiated by the Italian dictator Benito Mussolini between King Victor Emmanuel III and Pope Pius XI. Under this treaty, the Vatican was recognized as an independent state, with the Pope as its head. The Vatican City State has its own citizenship, diplomatic corps, flag, and postage stamps. With a population of less than 1,000 (mostly clergymen), it is by far the smallest sovereign country in the world.

Non-sovereign city-states

The city of Basel, located on the Rhine, is a historic city-state and a Swiss canton.

Some cities or urban areas, while not sovereign states, may nevertheless enjoy such a high degree of autonomy that they function as "city-states" within the context of the sovereign state to which they belong. Historian Mogens Herman Hansen describes this aspect of self-government as: "The city-state is a self-governing, but not necessarily independent political unit."[5]

Africa

Bamako, the capital of Mali, is contained within the Bamako Capital District.

Niger's capital, Niamey, comprises a capital district of Niger. It is surrounded by the Tillabéri Department.

Nigeria's capital Abuja is located in the Federal Capital Territory. The Territory was established in 1976, and the capital was formally moved from Lagos (the historic capital) in 1991.

Asia

In China, both Beijing and Tianjin are independent of the surrounding province of Hebei, of which they were formerly a part. Similarly, Shanghai is now independent from Jiangsu and Chongqing from Sichuan. Hong Kong and Macao have the status of special administrative regions, separated from their original province Guangdong.[5]

In both South Korea and North Korea, special cities are independent from their surrounding provinces and city-states under direct governance from the central government. Examples are Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon and Ulsan in South Korea and Pyongyang and Rason in North Korea. In South Korea, the main criterion for granting secession from the province is a population reaching one million.

In Thailand, the capital Bangkok operates independently of any province and is considered a special administrative area. It is a primate city in terms of its large population, having nearly 8% of Thailand's total population.

In Indonesia, the national capital Jakarta is within the Daerah Khusus Ibukota Jakarta (Jakarta Capital Special Region). Jakarta is considered as one of Indonesia's provinces, therefore Jakarta is headed by a governor and not a mayor. However, Jakarta is divided into 5 smaller "administration-cities" (kota administrasi) and one "administration-regency" (kabupaten administrasi). The administration-cities are Central, North, East, West, and South Jakarta. The Kepulauan Seribu (Thousand Islands) administration-regency is also included in the formal definition of Jakarta. All of these sub-units have their own degree of autonomy. Mayors of the five administration-cities and the regent of Kepulauan Seribu administration-regency are not elected, but directly appointed by the Governor and members of the Provincial Parliament of Jakarta. Furthermore, these sub-units do not have local parliament as opposed to other cities or regencies in Indonesia.

New Delhi and the old city of Delhi together form the National Capital Territory of Delhi.

In Japan, Tokyo, as well as being a city, forms a prefecture, falling into a special category of "metropolitan prefecture" having some of the attributes of a city and some of a prefecture. Within Tokyo, there are smaller units, "wards", "cities", "towns", etc., but some of the responsibilities normally assigned to cities and towns in other Japanese prefectures are handled by the Tokyo metropolitan government instead.[26] [27] [28]

The capital of Pakistan, Islamabad, is a planned city within the Islamabad Capital Territory, which was created in 1960 out of the Punjab Province. The Territory elects representatives to both houses of the legislature. Before Islamabad was made the capital, Karachi was located in the Federal Capital Territory, which later reverted to the Sindh Province.

Port Moresby, the capital of Papua New Guinea, has been contained within the National Capital District of Papua New Guinea since the country achieved independence in 1975.

In United Arab Emirates, the seven emirates are themselves city-states, or were historically, in particular Abu Dhabi, Dubai and Sharjah.

Europe

The city of Vienna is a federal state within the Republic of Austria.

The Brčko District, containing the city of Brčko is independent of both Entities that constitute Bosnia and Herzegovina (Republika Srpska and Federation of Bosnia and Herzegovina). All other cities and municipalities are under the jurisdiction of the Entity (in Republika Srpska) or under the jurisdiction of cantons (Federation of Bosnia and Herzegovina).

One of the cantons of Switzerland, Basel-Stadt, is considered to be a city-state. [29]

The Brussels capital region, a densely built-up area consisting of 19 communes including the capital city Brussels, became one of Belgium's three regions after the country was turned into a federation in 1970. (In Belgium there are special circumstances due to the country's language communities.)

In Croatia, capital city of Zagreb has the status equal to županija (county), whereas all other cities and municipalities are under a county jurisdiction.

In France, the city of Paris is both a département and a commune; it is the only French city with this status. The Council of Paris (Conseil de Paris) exercises functions similar to those of a departmental council (conseil départemental) and a city council (conseil municipal). However, Paris and the départements closest to it are part of the Île-de-France région.

Moscow and Saint Petersburg, the biggest cities in Russia, have a federal city status. Following the 2014 annexation of Crimea by the Russian Federation, the city of Sevastopol is also administered as a federal city, though Ukraine and most of the UN member countries continue to regard Sevastopol as a city with special status within Ukraine.

Oslo does not belong to any county of Norway. The county councils are elected by the people and are responsible for example for health care, but Oslo has no county council, instead the city handles such tasks.

In Bulgaria the capital Sofia is an oblast of its own - Sofia-grad, while the surrounding area is divided between the Pernik Oblast and the Sofia Oblast.

Bucharest, the capital of Romania, is outside the country's system of counties.

In Spain, there exist two so-called autonomous cities, Ceuta and Melilla, which are located on the North African coast surrounded by Morocco and have been under Spanish jurisdiction since the 15th century. Spain is a highly decentralized state organized in autonomous communities. These two cities hold their special status because they are not large enough to be considered regions on their own. Nonetheless, they function as autonomous communities with a high degree of self-administration and law-making powers.

In Ukraine, the cities of Kiev and Sevastopol are part of the country constituent regions along with the autonomous republic of Crimea (ARK), and 24 other oblasts (see Oblasts of Ukraine).

Historically, until 1967, Stockholm did not belong to any county of Sweden. Instead, there was an Governor that had the normal responsibilities of the County Administrative Boards and its managers, the governors. There was no County Council (which is elected by the people and is responsible for example for health care); instead, the Stockholm city handled such tasks.

London, the capital of the United Kingdom and its constituent country England, is administratively Greater London, which consists of the City of London and 32 London boroughs. Greater London is not one of the metropolitan or non-metropolitan counties, which the remainder of England is subdivided into. London has its own assembly and directly elected mayor, which exercise local government/devolved powers greater than any other city or place in the UK, apart from the nations/provinces of Wales, Scotland and Northern Ireland. Gibraltar is also autonomous.[30]

Stadtstaaten of Germany

Two cities in Germany, namely Berlin and Hamburg, are considered city-states (German: Stadtstaaten). Additionally, the state of Bremen is often called a city-state although it consists of the two cities of Bremen and Bremerhaven, which are separated by the state of Lower Saxony. Together with thirteen area states (German: Flächenländer) they form the sixteen federal states of Germany.[5] Hamburg and Bremen are "Free and Hanseatic Cities".

Generally, the city-states have no other rights or duties than the other states. Through the financial redistribution system of Equalization Payments in Germany (German: Länderfinanzausgleich), they do receive more money because of their demographic characteristics. The city-states are most distinctive due to the names of their state organs: their governments are called Senate, the prime ministers 'mayor' (Governing Mayor in Berlin and First Mayor in Hamburg) or President of the Senate (in Bremen) and also the expressions for their state parliaments differ from the other states.

In the 18th century many German cities were free imperial cities (German: Reichsstädte), without a principality between them and the imperial level. After the Napoleonic era, in 1815, four were still city-states: Hamburg, Bremen and Lübeck in Northern Germany, and Frankfurt where the Federal Convention was located. Frankfurt was incorporated by Prussia in 1866, and Lübeck became a part of Prussia during the national socialist regime in 1937 (Greater Hamburg Law). After 1945, Berlin was a divided city, and the Western part became a German quasi-state under (Western) Allied supervision. Since 1990/1991, the reunited Berlin is an ordinary German state among others.

North America

There are no city-states in North America. The District of Columbia in the United States and Distrito Federal in Mexico are federal government districts and not ordinary municipalities. As such, they are subject to the direct authority, respectively, of the U.S. and Mexican federal governments. The residents of Washington, D.C. did not elect their own mayor and city council until 1972, when the United States Congress extended home rule to the city. However, the actions of the mayor and city council must still be approved, at least retroactively, by the Congress, and no legislation passed by the Government of the District of Columbia can take effect until and unless the U.S. Congress approves it.

South America

The Buenos Aires city was previously the Federal District of Argentina. In 1996, under the 1994 reform of the Argentine Constitution, the city gained autonomous city status, and changed its formal name to Autonomous City of Buenos Aires, and held its first mayoral elections. Buenos Aires is represented in the Argentine Senate by three senators and in the Argentine Chamber of Deputies by 25 national deputies.

Brasília, the capital of Brazil, is set within the Federal District. The Federal District is a special unit of the federation, as it is not organized the same manner as a municipality, does not possess the same autonomy as a state (but is ranked among them) and is closely related to the central power. The District Governor is elected directly for a 4-year term. Local laws are issued by a legislative chamber also elected by the local population. Judiciary affairs are carried out by the Union, instead of being appointed by the governor as in the other states of Brazil. The Federal District has the status of a federal state in many aspects. It has representatives both in the Chamber of Deputies (lower house of congress) and in the Federal Senate (upper house of congress).

In Colombia the Capital District, containing the city of Bogotá was created as Special District in 1955 by Gustavo Rojas Pinilla.

In Dominican Republic the Nacional District, containing the city of Santo Domingo de Guzman was created as a special district in 1922.

The Capital District has the capital of Venezuela, Caracas.

Oceania

The Australian Capital Territory is a self-governing internal territory of the Commonwealth of Australia. Created in 1911, the ACT was originally called the Federal Capital Territory, the current name being acquired in 1938. The ACT was constituted specifically to house the seat of government, the goal being to avoid situating the new nation's capital Canberra in either New South Wales or Victoria, the two most populous states. The ACT is an enclave of New South Wales.

Although the ACT has its own Chief Minister and its own legislature (the Australian Capital Territory Legislative Assembly), the Federal Parliament retains the right to overrule ACT legislation. While governing the entire ACT, the Legislative Assembly acts as a municipal/state government. The Governor-General of Australia exercises certain rights that in the states would be exercised by the governor, such as the power to issue writs for elections. At a federal level, the ACT elects two members of the House of Representatives and two Senators.

Proposed city-states

The London independence movement seeks a city-state separate from the United Kingdom.

Non-sovereign city-states have been proposed inside Canada in the form of the Province of Toronto, Province of Montreal, as well as the National Capital Region.

New York

There have been various proposals for New York City to secede from the state of New York.

In the period of national crisis immediately preceding the American Civil War, Democratic Mayor Fernando Wood proposed the secession of the city as a sovereign city-state to be called the Free City of Tri-Insula (Tri-Insula meaning "three islands" in Latin), and incorporating Manhattan, Long Island and Staten Island.[31] In an address to the city's Common Council on January 6, 1861, Mayor Wood expressed a Copperhead sympathy with the seceding states and a desire to maintain profitable cotton shipping, confidence that the city state would prosper on the import tariffs that then supplied 2/3 of federal revenue, and especially dissatisfaction with the state government at Albany. But the idea of leaving the United States proved too radical even in the turmoil of 1861 and was poorly received, especially after the Southern bombardment of Fort Sumter starting on April 12.[31] The war, and especially conscription, was nevertheless often unpopular in the city, sparking the deadly New York Draft Riots. The neighboring City of Brooklyn, in contrast, was staunchly Unionist.

Coincidentally, the upstate locale of Town Line, New York voted to secede from the Union, contributing five soldiers to the Confederate troops. (Twenty residents fought for the Union Army.[32]) Since Town Line was an unincorporated community with no legal status, the secession vote had no legal effect, and the Confederacy never recognized it.[33] Town Line ceremonially "rejoined" the Union in 1946; its residents paid taxes during its time "out of the union," which amounted to 85 years.[34]

In 1969, writer Norman Mailer and columnist Jimmy Breslin ran together on an independent ticket seeking the mayoralty and City Council Presidency, challenging Mayor John Lindsay with an agenda to make New York City the 51st state. When questioned as to the name of the new state, Breslin said the city deserved to keep "New York" and that upstate should be renamed "Buffalo", after its largest city.

On February 26, 2003, a bill was introduced by Astoria, Queens Council Member Peter Vallone, Jr., and sponsored by 20 of 51 City Council members, reviving the idea of referendum for secession from New York State in the context of the red state vs. blue state divide and opposition to the policies of Governor George Pataki. A committee report was written but otherwise little action was taken, and the bill was reintroduced with one additional sponsor on the same date in 2004. Like Mayor Wood, Council Member Vallone emphasized the fiscal benefits of secession, with revenue now derived not from tariffs, but from Wall Street. Council Member Vallone reintroduced the bill in 2006.

In January 2008, Vallone again offered a bill for the secession of New York City from New York state. After Mayor Michael Bloomberg testified to New York state legislators that New York City gives the state $11 billion more than it gets back, Vallone stated: "If not secession, somebody please tell me what other options we have if the state is going to continue to take billions from us and give us back pennies? Should we raise taxes some more? Should we cut services some more? Or should we consider seriously going out on our own?" The New York City council planned to hold a meeting on the topic.[35]
