Tamar Fattah Ramadhan Kuchar was the governor of Iraq's Dahuk province in Iraqi Kurdistan between 2005 and 2014. He has been actively involved in further developing Dahuk's educational and infrastructure capabilities.

In October 2017, the Iraqi criminal court sentenced former Duhok governor to 10 years in prison on charges of corruption after a lawsuit from his office. Investigation center from the Iraqi Integrity Commission released a statement on October 30 saying the office of governor had filed a lawsuit against the former governor, Tamar Ramazan, after he left the position. The investigation center from the integrity commission has valued the damages which the former governor had caused as “a fortune.” “The decision was made while [he] was absent. An arrest warrant has also been issued,” the statement read. “An order to confine all of his wealth has also been issued.” The court’s decision was made according to Article 315 of Iraqi Penal Code.
