Standing Rules of the United States Senate, Rule XVIII

Standing Rules of the Senate, Rule XVIII according to Standing Rules of the Senate, established by the United States Senate Committee on Rules and Administration, governs the business continued from session to session within the United States Senate.

At the second or any subsequent session of a Congress, any undetermined legislative business of the Senate from that previous Congress shall be resumed and proceeded with in the same manner. This is to be done as if no adjournment of the Senate had taken place.
