The Secretary of State for Relations with the Cortes (SERECO) of Spain is a high-ranking official in the Ministry of the Presidency, Relations with the Cortes and Equality. The SERECO is considered the second-highest official of the ministry; it's a political appointment made by the King with the advice of the minister in charge of the ministerial department.

The Secretary of State represents the Ministry in all the bodies of the Cortes Generales which the Government consider important to go; is in charge for all the relations between the Government and the both Congress and Senate with the exception of draft bills, Royal decree-laws or Royal legislative decrees which correspond directly to the Minister. It's also responsible of following the activity of the Parliament, of advising the Government members how to act before Parliament and make legal reports about constitutional amendments or other issues of high relevance.

From Secretariat of State for Relations with the Cortes depend only one department, the Directorate-General for Relations with the Cortes.

History

The history of this Secretariat is a bit confused. It was created because of the needed of establish a good relations between the Government and the Cortes Generales, because in parliamentary systems, the Government responds to the Parliament.

The first time that this Secretariat appeared was in 1977,[2] as a Secretariat General which inaugural holder was Rafael Arias-Salgado Montalvo as Secretary General for Relations with the Cortes.[3]

It continued with the rank of General Secretariat until 1981, when the Secretary of State was officially created. Since its creation, the Secretary of State has undergone enormous modifications, being even elevated to rank of Ministry between 1986 and 1993. Between 2009 and 2011, its name changed to Secretary of State of Constitutional and Parliamentary Affairs.
