The criminality to circulate forged document abroad? The Control Yuan would petition for interpretation in Taiwan.

Holding

In the Criminal Code, the crimes of Article 216 listed in Clause 5 of Article 5 include circulating documents of Article 213, not Article 210, 212, or 215.

Effect

This interpretation would specify the applicability of Article 216 of the Criminal Code of the Republic of China abroad.
